George Bruno is an attorney and the Managing Director and General Counsel of USA Group International.  He served as US Ambassador to Belize, 1994-1997 and has experience in over 45 countries.  

He received his BA from Hartwick College, Oneonta, New York; JD from George Washington University, Washington, DC, and a Law Fellowship from the University of Pennsylvania Law School, Philadelphia, Pennsylvania. 

He founded and was the first Executive Director of New Hampshire Legal Assistance and the New Hampshire Public Defender Service.  He was a Special Assistant US Attorney for the US Justice Department during the Carter Administration and prosecuted illegal drug and firearm cases in Miami, Florida.  For over 25 years, he has practiced as a trial lawyer and consulted on justice systems in the US and abroad. 

He is a member of the Bars in New York, New Hampshire, New Jersey, the District of Columbia, and the US Supreme Court.   Ambassador Bruno currently serves as Chair of the International Law Section of the New Hampshire Bar Association.  Bruno also serves as the International Affairs Advisor to the Commandant of the Western Hemisphere Institute for Security Cooperation, Fort Benning, Georgia, an institute created in 2000 by the US Congress to train and educate rising leaders in the military and law enforcement in Latin America.  He continues to lecture and perform tasks for the US State Department.

Judith Wherett is an attorney and manages the Immigration Practice for USA Group International and Law Serve. She practices primarily in the area of U.S. Immigration Law including both family and employment-based immigration.

Attorney Wherett earned her Bachelor's degree from Dickinson College, her Master's of Science degree from the University of Florida, and her Doctorate of Jurisprudence from the University of Florida Levin College of Law, where she served on the Florida Law Review.

Prior to joining USA Group International and Law Serve, Attorney Wherett managed her own Immigration Law practice, served as general counsel with a telecommunications firm, and maintained her own general law practice in Maine. Attorney Wherett is admitted to practice as an attorney in New Hampshire and Maine, and is a member of the New Hampshire Bar Association.

Heather Jarvis is a Vermont attorney who manages the Immigration Practice for USA Group International's Vermont office

Jarvis holds a Juris Doctor (JD) and Master of Studies in Environmental Law from Vermont Law School in South Royalton, VT, where she served as Head Note Editor of the Vermont Law Review, taught legal writing and reasoning, and co-founded the Vermont Law School Energy Analytics Group. Jarvis was the pioneer student selected for a Lingnan Foundation–VLS Fellowship for collaborative air pollution research and travel to Sun Yat-sen University Law School in Guangzhou, China. She earned her Bachelor of Science degree (BS) in International Studies from the University of Wyoming in Laramie, WY.

Jarvis established and directed a non-profit organization in the challenging, changing energy environment. Jarvis also has experience in project management, mediation, international sustainable development, and as Legal Intern for the General Counsel of the Vermont Agency of Natural Resources. Jarvis’s publications include: Comparative Analysis of Air Pollution Trading in the United States and China, 36 ENVTL. L. REP. 10234 (2006) and Keeping the Lights On—at All Costs?
